Buying in Valletta & Floriana

A city of sixteen streets by nine, built by knights, inhabited continuously since 1571, and small enough to cross in twenty minutes. Buying inside it is unlike buying anywhere else in Malta.

Valletta is a UNESCO World Heritage Site in its entirety, which is the first thing a buyer must understand: almost nothing here may be altered without permission, and the permissions are real. A façade, a balcony, a window aperture — all are controlled. This is a protection, not an obstacle, and it is the reason the city looks as it does.

The housing stock is overwhelmingly 16th- to 18th-century townhouses divided into flats, and the divisions were often made long before anyone thought about sound or damp. The piano nobile — the grand first floor — is the prize; the top floor with roof rights is the other. Ground floors are cheaper for a reason, and the reason is usually rising damp.

The city empties of workers at six and fills with residents. It is the only place in Malta where one genuinely need not own a car, and the only place where owning one is a nuisance.

Who buys here

Buyers who want the city itself rather than a view of it: people who will walk to dinner, who value a door onto a street with four hundred years of history, and who accept that a heritage building is a commitment rather than a finish.

What to watch for in Valletta.

The things that change a price, or a decision, and are easier to establish before an offer than after one.

Scheduling and permits

Most of the city is scheduled. Establish before you offer what may and may not be changed — particularly apertures, balconies and roof structures. The Planning Authority's record for the property is a matter of public search.

Damp

Globigerina limestone wicks moisture. On a ground floor or a party wall this is normal; the question is whether it has been managed or painted over. An architect's report costs little against the price of a Valletta flat.

Access and services

Many houses have no lift and cannot be given one. Deliveries, furniture and, in time, mobility all follow from this. Some streets are stepped.

Ground rent (ċens)

Common in the older stock, and perpetual in some cases. It may be redeemable; it may not. It affects both value and lending, and must be established at the outset.
